高福,男,汉族,1975年5月生,吉林人,中共党员,北京大学公共经济学博士,英国志奋领学者,现任中国民族贸易促进会副会长。


博鳌国际美食文化论坛组委会理事长,中国华夏文化遗产基金会中华饮食文化专项基金主任,中国食文化研究会名誉副会长,携程美食林理事会成员,对外经济贸易大学国际战略投资研究中心专家顾问,雁栖湖•国际会都智库专家,海口市会议大使,国际旅游旅行专家协会(Skal International)北京分会主席,曾任世界中餐业联合会(WFCCI)旅游饭店餐饮委员会主席,美国国际旅游公司(ATI)中国区总裁,国际会议与大会协会(ICCA)中国委员会,国际奖励旅游管理者协会(Site)中国分会副秘书长等职务。


政府工作中曾任北京市旅游局国际市场处副处长,拉萨市旅游局党组副书记、常务副局长,北京市旅游发展委员会高端旅游发展处处长,APEC北京市领导小组筹备办公室督办协调部副部长等职务。


1998年获得中国政法法学经济法学士学位,优毕;

2003年获得英国外交部志奋领全额奖学金;

2004年获得英国萨里大学管理学硕士学位,优毕;

2005年获得中国政法大学国际经济法硕士学位;

2006年荣获“迎奥运北京青年公务员风采大赛金奖”;

2007-2010年圆满完成北京市第五批援藏工作;

2010年荣获国际休闲旅游协会“旅游目的地建设杰出贡献奖”;

2011年负责筹建国际旅游旅行专家协会北京分会;

2012年负责世界旅游城市联合会筹建工作;

2013年荣获国际旅游旅行专家协会 “个人杰出贡献奖”;

2014年负责APEC北京领导筹备办公室督办协调工作;

2015年负责筹建世界中餐业联合会旅游饭店餐饮委员会;

2016年获得北京大学公共经济学博士学位;

2017年发起成立中华饮食文化公益基金;

2018年获得中国证券投资基金从业资格;

2019年成功举办第三届博鳌国际美食文化论坛

Dr Gao Fu, Male, Han nationality, born in Jilin on May 7th 1975, Communist Party member, Public Economy Ph.D of Peking University, UK Chevening Scholar, is Vice President of China Council for the Promotion of National Trade (CCPNT).


President of Organizing Committee of Boao International Gastronomy Forum(BIGF); President of Chinese Food Culture Special Fund affiliated to China Cultural Heritage Foundation(CCHF); Honorary Vice President of China Food Culture Research Association(CFCRA); Gastronomic committee member of Ctrip Gourmet List; Consultant of International strategic Investment Research Center of UIBE; Ambassador of Haikou MICE Industry; President of Skal International Beijing(International Association of Travel &Tourism Professionals); President of Tourism and Hospitality Committee of World Federation of Chinese Catering Industry(WFCCI); China President of American Tours International (ATI); Deputy Secretary General of International Congress and Convention Association (ICCA) China Committee; Deputy Secretary General of Society of Incentive Travel Executives (Site) China Chapter and other social functions.


Formerly hold government position as Deputy Director of International Dept. of Beijing Tourism Administration; Executive President of Tibet Lhasa Tourism Administration; Director of High-end Tourism Development Dept. of Beijing Municipal Commission of Tourism Development; Deputy Director of Supervising and Coordination Dept. of Beijing Leading Preparatory Office of APEC.
